4/30/11, West End Avenue @ W. Jourdan Street, Arrested on Warrants, Police arrested Phillip D. Baxter, 23, of Effingham on warrants from Effingham, Jasper, Crawford and Cumberland Counties. Baxter was also charged with possession of drug paraphernalia. Baxter was taken to the Crawford County Jail.
